Hello,
While connecting a monitor to the Mobo using the integrated Hdmi out the picture is messed up and flickers all the time.
I've tried several Hdmi cables but I've got the same results.
The problem occurs in windows and also in the Bios
DVI port works just fine but it is limited to 1080p.
The monitor works great with other pc and laptop.

Please help me to figure out whether the problem related to the iGPU or to the mobo?
My setup:
Asus TUF Z370-PRO GAMING - Latest bios 1003
Intel Core i5-8400 Processor (Intel UHD 630 integrated gpu with latest driver 15.60.2.4901)
Windows 10 x64 with latest updates
Philips BDM3270 Monitor (Max resolution 2560x1440)

I am glad to assist you, after reviewing your case the issue you are having seems to be related to the HDMI port. Since the processor integrated graphics are working fine with the DVI port.
Also I notice that you have the latest graphics driver version installed.
My best recommendation is to contact the Motherboard manufacturer.
