Hello PG000 Thank you for posting in the Intel Community. Have you tried uninstalling the current graphics driver version on the system and the installing the the new graphics driver? See reference links. Augmenting Leonardo's answer, this issue can occur if you have a non-DCH-based driver installed and the driver update being attempted is (to) a DCH-based driver. The DCH-based driver packages do not have the ability to uninstall or upgrade older, non-DCH driver packages, so this must be done manually. You should use a process like this:

  1. Download the DCH-based driver package and place it on your system drive (anywhere you wish; location isn't important).
  2. Disable Internet access. Unplug Ethernet cable and/or disable Wireless access.
  3. From the Apps / Apps & Features Settings scene, uninstall the non-DCH driver package (look for Intel Graphics Driver entry).
  4. Reboot.
  5. Install the DCH-based driver package that you downloaded in Step 1.
  6. Reboot.
  7. Enable Internet access.
  8. Note: Windows Update may want/need to install updates at this point. You should manually go to the Update & Security / Windows Update Settings scene. If no updates are in progress, click on Check for Updates and, if any are necessary, they will commence. If updates are (now) in progress, wait for them to complete and reboot if this is then requested.
  9. Optionally, you can download and install the Intel HD Graphics Control Panel app from the Microsoft App Store.
  10. Test.

Hope this helps,
