Since I have a PC with an 8th GEN Intel i5 processor 8400 and an Intel UHD Graphics 630, I thought I should ask here.
I have one Monitor connected via HDMI and when i connect the Samsung Smart TV with HDMI while it has no power, its fine, but when I turn on the power Monitor Display freezes, can't move the mouse and the picture is "shaking".
When I connect the TV when it has power and is turned on, everything is fine. When I turn of the TV in that state it freezes again.
Connecting a second PC Monitor works fine too.

What is the model number of your device/motherboard?
What version of Windows 10 are you using? 1903?

Update your bios,
update windows to 1903,
use the latest driver from the acer downloads for your device,
and use a better quality HDMI cable.
