Hello. I want to say that the same problem with the i5 9400. In games, the processor consumes 100%. Since the computer was assembled recently, I had something to compare. And even for comparison, I loaded saving the game in Cities Skyines with the same graphics settings, as a result, the old processor on the Intel Core i7-3630QM laptop shows better results than the i5 9400. At peak loads, the temperature produces normal, within 55-65 degrees.
What is the problem, help solve it.

Could you please generate the following report:
DXDIAG
- Go to Start > Run or Windows Key + R.
- On the Run prompt, type "dxdiag" then click OK.
- On the DirectX Diagnostic Tool window, click on Save All Information.
- Browse to a folder, type in a filename then click Save.
Regarding the comparison, Intel does not discuss benchmarking since every system has different configurations.
Some games are CPU-intensive or GPU intensive. This depends on how the game was optimized.
- Is this the only game presenting this behavior?
- Could you please take screenshots of the task manager to check GPU and CPU usage?
- Was it working better before?
- What are the graphics settings being used? have you tested by changing the settings? and where are you changing the settings?
