Need access to lower lever PHY registers in Xeon E-2776ME processor

I am connecting  COTS SBCs using Xeon E-2276ME processors to ethernet switches via 10G-KR interfaces on a VPX backplane.   I can establish a link with some of the backplane slots but not others.  We have proven that a different COTS SBC does not have this issue.  I need access to the lower level PHY registers so I can tweak the tuning parameters between the SBC and switch.  Is there a register map, documentation, or any other guidance on how I can do this?
