How to tell if PLD has security bit enabled

I have connector a ByteBlasterMV from my PC (drivers installed) to a PCB with a Max7000 EPLD (EPM7256S). 

 

I have loaded the Quartus II programmer and "Auto Detect" the JTAG chain. The chain is visible, the Device is correct, both the File and Usercode are <none> and the Checksum is zeros (I have included a screen shot of the Programmer). I only have the option to do a blank test on the device (all other boxes are greyed out). The balnk test comes back with the following message: 

 

Info: Device is not blank 

Error: Blank-Check failed on device 

Error: Operation failed 

 

Does this indicate that the device has been programmed with the security bit set?
