How to install FFmpeg with oneVPL

Hi everyone:

    I'm new here. I am trying to use ffmpeg with intel qsv, but I don't know how to install it.
    I'm using Intel N100 and Ubuntu 23.10
    I find that there are two posts: https://dgpu-docs.intel.com/driver/installation.html#intel-arc-graphics and https://dgpu-docs.intel.com/driver/client/overview.html, should I use the second one? Are there any easier ways?
