I'm about to jump off a cliff.
I've installed Soc EDS from Altera, both pro and standard versions, both before and after the Quartus tools, on both Windows and Linux, on both old and fresh versions of the OS. And I absolutely cannot get Eclipse to show the Altera->...-> USB Blaster in the debug configuration, under any combination of DS-command shell, altera command shell, regular dos shell, bash shell, /bin/whatever /sw/whatever directories. I've tried every conceivable permutation. The Quartus tools work just fine, but Eclipse, as my experience over the past 10-15 years has shown, just. Plain. Sucks. In. Every. Conceivable. Way. Why oh why do people use distribute Eclipse??? Satan himself could not have devised a worse tool for usability and discoverability. Anyway, done with rant. I have read in a few places that the Community edition doesn't support bare-metal debug. I guess that's my answer. I thought I had read that, then read that the Community edition does in fact support bare-metal debug, but I don't know where I read that, and my experience shows that it doesn't support bare-metal debug.

Yes IIRC you need a DS-5 license to use the USB blaster from Eclipse to do bare-metal upload/debug. Some development kits have a license included.
