The turbo boots technology is handled by the operating system, make sure that the BIOS of the motherboard does not have a turbo boost enable / disable option, if it does have it, then make sure it is enabled.
Also make sure that the Enhance Intel SpeedStep® Technology is disabled, since if this option is enabled it will force the processor to run at a slower speed in order to save power consumption.
