Your processor has 4 cores and 4 threads.

What version of Windows 10? 1909?

In MSCONFIG, Boot tab, advanced, what is the number of processors?

In task manager, performance tab, sekect the CPU graph, right click on the graph, and select change graph to, logical processors. What do you see?

Report back.

That's a Haswell Refresh processor. Are you sure that your motherboard's BIOS supports the Haswell Refresh processors? Many only supported the older Haswell processors.

Most BIOS support running 1 Core or running All Cores. They typically do not support other combinations. Thus, it is important to look at Windows 10's view of the processor as Al detailed above.
