why my Intel Core 2 Duo E6550 is downclock

My Intel Core 2 Duo E6550 is downclock from 2.33 GHz to 1.83GHz and when i go into my bios to set him back to 2.33 bios crash.

Can anyone help me ?

The reason why the speed of the processor is decreasing could be because EIST is enabled. EIST comes from Enhanced Intel SpeedStep® Technology

Usually this can be disable in the BIOS.
