EPCS16 configures Cyclone III, but EPCQ16 in ASx1 mode doesn't

Hi, 

 

I am able to configure a Cyclone III using a EPCS16 config device, but I cannot get it to configure using a EPCQ16 device (in ASx1 scheme). Any idea why this is happening? 

 

I am using a USB blaster to program the config device using an active serial header. I am able to program the EPCQ16 with the AS header, but it doesn't configure the FPGA. On the same PCB if I replace the EPCQ16 with a EPCS16, it works fine.

I find out why EPCQ16 was not configuring the FPGA. It is a software bug caused by the file generating tool not setting the Disable EPCS ID option: http://www.altera.com/support/kdb/solutions/rd06032013_510.html?gsa_pos=1&wt.oss_r=1&wt.oss=rd06032013_510  

 

To fix this I had to check the Disable EPCS ID option when generating the .pof file for EPCQ16. This option is accessed by clicking the Advanced button on the Convert Programming File utility.
