What PCG has it ?
In the datasheet 4-th-gen-core I found table 27/page 76
PCG2013A
PCG2013B ? its TCC activation temperature = 85C
PCG2013C
PCG2013D
In any way we see the 4 cores goes from C0-->C1 and this already by +/-85C

Based on your previous reply, it is important to let you know that the datasheet that you are using is unrelated to the Intel processor that you have mentioned; because this device is based on the 4th Generation Intel(R) Core processor Mobile M- processor Line SKUs. This information is stated in Table 5, on page 18 of the http://www.intel.com/content/dam/www/public/us/en/documents/specification-updates/4th-gen-core-family-mobile-specification-update.pdf Mobile 4th Gen Intel(R) Core(TM) Processors Specification Update document # 328903, as is showed at the following screenshot:
Due to this fact, the proper Datasheet is the http://www.intel.com/content/dam/www/public/us/en/documents/datasheets/4th-gen-core-family-mobile-m-h-processor-lines-vol-1-datasheet.pdf 4th generation Intel(R) Core(TM) processor family mobile datasheet vol. 1 (M- and H-processor).

In order to better understand your previous communication, could you please tell us the document # of the datasheet that you have listed? By the way, could you please confirm that you mean Thermal Control Circuit when you mentioned the acronym TCC?

In any way the i7-4700EQ goes in C1 already around the 85C ? clocks goes down ....
When I look to the 4th gen core processor datasheet1. I see different PCG 2013 A B C D each time with different TCC and offset values
What's the TCC value for the i7-4700EQ ?
We build a realtime application and expect is TCC = 100C
Is it possible to change the clock from 2 core and 2-core keeps running in C0-state?
