I have Windows 10 1607 with the updated Intel HD Graphics driver since I purchased the Asus H170 Pro Gaming motherboard with an i3 6320 and when I install the video driver, a few black dots appear on the screen every time I restart the PC.

I have already used this version of this driver previously (15.45), and I keep updated in the latest version always and since the first version I have this problem, the most recent driver I downloaded here:

This driver is the latest.

In this case the driver version correspond to the last four digits, just to confirm did you try version .4542, the one mentioned above?

I'm using the HDMI 1.4 cable, and it's new. I already tested several cables, up to HDMI 2.0 and the problem continues. The problem is when you install Intel HD Graphics and restart only. Nothing happens when you call. With the generic Windows driver when it restarts, nothing happens. I have also tried to install Windows 10 with only the driver and the problem persists.

Update your BIOS to the latest, see here for the file; https://www.asus.com/Motherboards/H170-PRO-GAMING/HelpDesk_Download/ H170 PRO GAMING | Motherboards | ASUS Global.
Try using the DP port instead of the HDMI.
Try testing one memory stick at a time.

The bios of the motherboard has been updated since the day that the latest version came out, as I use the Asus Al Suite that verifies new versions on every day and I tested the image through the VGA port, DVI port and Display Port and did a memory cleaning of 8GB (1x1) and the problem continues.

The test you have done is now indicating that you might have an issue with the HDMI port itself. You may be thinking how could this be possible if the Microsoft driver works fine. Well, the main reason here is that our Intel® HD Graphics is designed to enable all the features for the HDMI technology, the Microsoft driver is a basic driver that will enable some features by default. At this stage, I believe this is not related to the processor since the DP connection worked fine, if this were related to the processor the issue will be present in all the digital inputs. Have you contacted ASUS in regard to this matter? I recommend getting in contact with them since it's possible that they are aware of this issue and can provide more troubleshooting steps in order to address this matter.

The store that bought the motherboard ended up changing for me and after installing the Intel Graphics driver again with these dots on the screen. Without the driver, nothing happens, but Windows, it installs automatically when connected to the internet, and with a video card nothing happens as well.
I did a test taking a print out of the screen and came across these black dots on the screen which has nothing to do with problems in HDMI, DVi and DP inputs. This seems to be a driver bug in 3D rendering.

What is your monitor model ?
It can be a problem with monitor on the maximum resolution. Try to change resolution to lower resolution and see if the problems still ocures.

I use the Samsung SyncMaster T19B300 monitor. I also tested on other monitors and TVs in different resolutions.

If you have possibility to test CPU on another mainboard I advise you to do so, if not, note the serials of the CPU and mainboard and send them in warranty, and be sure that they don't send the same ones as replaced (at least one should have different serial).
The problem you have is not a common problem and I don't see it as a driver problem as I have same igpu as you with same driver and I don't have this problem, unless and Intel representative knows anything else about this problem.
